Is $30,000 to build a deck a fair price?

I am questioning if I am nitpicking on this $30k deck build, or if the quality is as lazy and bad looking as I think it is. I got them to buy us a color matched paint/sealer. I'm not overly concerned about the exposed boards. They had a reason for not picture framing, although I can't remember what it was. We noticed the issues when we were doing the landscaping/edging in that area.
