Is $60,000 to add a roof deck on a 5th story stair penthouse a fair price?

Project Details

I have a 3-story townhouse with a 4th-story roof deck and a stair penthouse. I'm considering putting another deck on the 5th-story stair penthouse, though I haven't considered stairs/ladder yet. Permit-wise, I have 3'6ft of roofing structure height allowance that can exactly fit the guardrail. I also have approximately 250 sqft of remaining floor area ratio on the 4th-floor deck that I could potentially add to the 5th-floor deck, though some areas might not fall under that.
