Is $16,000 to build two composite decks and add a second stair rail a fair price?

Project Details

My husband, who is 72, has cardiac issues, and I, at 61, have arthritis, which prevents us from doing this work ourselves. I was expecting the cost to be around $10,000, so this $16,000 quote was quite a shock, and I'm hoping to find ways to lower the cost. We specifically asked for composite material because it rains frequently in our area. We also want the second stair rail added because the original builder didn't include one. We enjoy sitting on our back deck to watch the high school softball games across the street. The ground in the area where the decks will be built tends to get soggy. Our town is known for requiring permits, even for small projects like an 8x12' shed.
