Is $25,000 to build a 16' x 16' second story deck without stairs a fair price?

I've received a couple of quotes for a 16' x 16' second story deck without stairs, and they are all over $25k at the lowest level material. This seems excessive since I’ve priced out the materials myself, and it’s been between $6,000-$7,000 for cedar. I understand labor costs money, but $20,000 seems like quite a bit for labor. I calculated potential labor cost at $160 an hour per guy based on 3 guys working 40 hours, which seems high. I just got another quote in for $30k. That’s like 5% of my house value. I am selling the house in 19 months. I feel happy doing the “busy” work myself such as cutting deck boards to length, attaching them, cutting the railing and attaching it, sanding, staining. I can also source the material, get plans, and file a permit. What I’m not confident about is building the frame, pouring the footers, and attaching it to the house. I'm wondering if it’s possible to get someone just to build the frame with my materials, plans, and permit.
