Is $1,500 to install a soft start kit a fair price?

I received an insane quote of over $1500 to install a soft start kit. I find this price excessive, especially since the part itself costs around $250. I'm considering buying the kit myself and am trying to determine if an electrician or HVAC technician would be more suitable for the installation. I suspect this high quote might be a 'we don't want to do it' price, as the same company also quoted $55 for $25 drain pan tabs. This quote came from a local shop that handles my bi-annual servicing. I'm now thinking about purchasing the kit for $250 and either attempting to install it myself (which is risky) or finding another professional.
