Is $5,000 to upgrade electrical panel from 100 to 200 amp a fair price?

I spoke to 3 licensed electricians and the inspector. They said $5000 is a reasonable price to get the upgrade done by code, which they indicated includes the arc fault breakers. However, the electrician is now demanding another $3000 to add the arc fault circuits to pass the inspection.
