Is $1,000 to sand the subfloor to remove the top layer a fair price?

I’m in the process of redoing my basement floor. When I removed the carpet, I discovered the entire subfloor had been primed with Killz by the previous owner to seal in odor from pet accidents, and visible stains are showing through. I believe the smell is coming from the subfloor itself (either wet wood, pet accidents, or the primer), and it’s strongly triggering my asthma. I want to do everything I can to make the space usable for me again. I’m planning to install vinyl flooring, but I’m unsure how to best address the subfloor issues. I don’t want to spend an extra $6,000 on sanding and self-leveling the entire floor if I don’t have to, but the vinyl flooring project will cost around $15k, and I need to be absolutely sure that the project won’t need to be re-done in case there are still lingering odors that could affect my asthma. I'm also concerned about the stairs, which have also been primed and likely had pet accidents.
