Is $16,000 to install a vapor barrier and sump pump a fair price?

With all of the rain and storms we've experienced this season in St. Louis, I found myself ankle deep from water seeping through my stone basement walls. I've reached out to a couple of local companies and I found their estimates to be too high for the jobs and products they're proposing while none of the companies are addressing the problem of water seeping in and a sagging living room floor! I believe I'm being targeted because I'm a woman with no male representation!
