Is $9,000 to install 80 feet of retrofit footing drain a fair price?

We recently moved into a new home and noticed quite a bit of water in the crawlspace building up. There is a drain so it evacuates, but we were informed that the home never had any sort of drainage done around the perimeter of the property. Few sides of the property are like a sponge.
