Is $3,200 to perform a leak test, repair the leak, and recharge the r410a system a fair price?

My AC unit hasn't been keeping up with my house. Tech found low pressure (~1lb vs 4.6lbs) and ice on the coil. The system is 10 years old using R410A refrigerant. I felt the quote was very high and plan to call another company.
