Is $1,200 to replace a 12vdc ctu wall controller a fair price?

I live in a unit complex and they have a York HVAC system with a very basic Johnson Control controller part - ETN-X500. The buttons sometimes change the wrong setting and it looks like it is from the 80's. The provider to the complex is a rip off.
