Is $6,400 to replace the AC system a fair price?

My AC stopped working. A technician came out and diagnosed that the compressor is not getting power because a wire is shorted to the ground. He told me the unit, which was installed in 1991, is too old to repair and quoted me around $6400 to replace the system. I'm unsure if this diagnosis is accurate or if he's just trying to get a sale.
