Is $700 to install a 12k BTU mini split a fair price?

I found this listed on a local marketplace. I've talked to the guy, and he seems real and local. I've never heard of or seen this brand before, and there's no information or reviews online or on YouTube. This mini split is for my 400 sq ft garage and would only be used a few days a month, not full-time.
