Is $4,800 to upgrade furnace from 80k BTU to 100k BTU a fair price?

It's summer in Ontario, Canada, and my home is struggling to stay cool. The thermostat is set to 23 degrees Celsius, but the AC can only get it to 25.5 degrees Celsius on a hot day. The temperature imbalance is worse on the second floor, with rooms being around 27-29 degrees Celsius, and airflow is not great. I had an HVAC technician come out who said my 80,000 BTU furnace is too small for my 2900 sq ft home and recommended a 100,000 BTU unit. He checked the 3.0T AC unit, and it's blowing cold air, so he doesn't think that's the problem. I've received a second opinion that 80,000 BTU might be okay, but others agree 100,000 BTU is better. I'm also looking into Aeroseal, as I've heard many homes have 30% duct leakage, and I'm wondering if I should explore that instead. I'm looking for advice on what to do and if there's a way to verify duct leaks before paying for sealing.
