Is $4,800 to install attic insulation a fair price?

I have a single-story house in Pleasanton, California. I'm wondering if this quote is reasonable and if I should go with batt or blow-in insulation. My current blow-in insulation is very old, with some areas having no insulation and others only a few inches. I'm also curious why blow-in might be preferred.
