Is $2,500 to upgrade attic insulation from R-20 to R-60 a fair price?

My partner and I own a townhome condo in Ontario, Canada. Our roof was replaced by the condo today after close to 2 years of intermittent leaking issues. Last fall, we had to throw out water-damaged insulation due to a roof leak. We also noticed our bedroom was cold in winter, likely due to reduced insulation. We have only 24 hours to decide if we want their contractor to proceed, so there's no time to get another quote. Since the insulation is in our attic and we are responsible for everything inside, we are responsible for this cost.
