Is $9,400 to perform full attic cleanup, mold treatment, air sealing, and install new r-49 insulation a fair price?

I got a few quotes for attic work for organic growth (just new not severe) and now I’m more confused than before. I honestly don’t know if I really need full insulation removal or if that’s overkill. Also not sure if just treating mold without removing insulation is risky.
