Is $5,000 to demolish a 250 sqft detached garage a fair price?

I have an unfinished detached garage that is 250 sqft with no concrete floor, and I am planning to demolish it myself. I'm trying to understand if it's common for towns to require abutters (neighbors) to be notified via certified mail for demolitions, as my town requires this. I'm also aware of Class A or Class B contractor requirements depending on the demolition, but I feel like I might get a pass because the structure is so small. I received a contractor quote for $5,000 to demo this garage. However, I'm concerned that this contractor was not going to pull permits or follow any of the laws, as he said neighbor notification wasn't needed. I'm wondering if most contractors disregard permits and if I would be penalized for proceeding without one or with a contractor who doesn't follow regulations.
