Is $10,000 to excavation work for garage construction a fair price?

I'm nearing the end of a garage construction project, which has a total cost of $115,000. My general contractor just informed me of a change work order for an increased cost of excavation, which happened five months ago at the start of the project. The original estimated cost for excavation in our contract was about $5,000, and the new proposed cost is about $10,000. It's unclear how long the contractor has known about the increased cost or why he's just informing me now. I'm curious if proper protocol was followed for informing me of this price change, as our contract specifies a Change Work Order Form should be filled out by both parties. My overall experience with this contractor has been fine, but I don't think I would work with him again or recommend him without reservations. I'm not looking to stiff anyone for work completed, but I want to manage my expectations about how annoyed I should be.
