Is $34,000 to install 700 sqft of pavers and a retention wall a fair price?

I am stuck on deciding between stamped concrete or pavers. I know that concrete will crack. We get a good snow maybe once every 5 years. This year was very bad and we got maybe 5 inches of straight ice (central VA).
