Is $25,000 to install a new roof a fair price?

I am looking to install solar this year before the tax credit is gone. My house was built in 2008, so the current roof is 17 years old, and I am considering whether I should get a new roof before installing solar. I am planning to get a lower kWh solar system right now (which will still provide 100% offset), but I am wondering if it is easy to add more panels later.
