Is $36,000 to build a new deck a fair price?

I’m trying to be as educated as possible regarding potential issues with a concrete patio sliding into my house over time, especially since I live in the Midwest with lots of cold and snow. My house is built into the side of a moderate hill, and I'm considering a concrete patio to expand my usable space, as my current deck is falling apart. I'm planning on installing a French drain around the concrete that connects to the hill to prevent water pooling. I don’t want structural damage and am concerned about the concrete freezing/moving into the house. I'm waiting on a final quote for a retaining wall, which was estimated at a minimum of $25k and would require an engineer. My current contractor believes tilting the concrete away will be sufficient, but I'm hoping a 16” deep trench with a pipe topped by river rock will effectively manage water around the house.
