Is $17,500 to paint the inside of a house a fair price?

Project Details

We recently bought this house and wanted to get the inside painted before moving in. The house is 3500 sq feet. We lived 2 hours away and checked weekly on the progress. The second week, zero progress had been made. The painter finished later than promised. After the job, the cleaning team and I found significant paint drips on cabinets, counters, sinks, hardwood floors, carpet, and baseboards. Masking tape was left in several places, including on a doorknob. The edging is not clean or crisp. The painter did not put back most of the blinds or move the shelves in the garage as agreed. They also left a lot of trash and used my hand towels. We paid half upfront and still owe about $9,000, but the painter did not contact us for the final payment. I'm questioning if this level of quality is normal for a $17,500 job.
