Is $40,000 to descale and epoxy coat mainline sewer pipe a fair price?
Project Details
My mom's house in Hawaii had issues with a blocked sewer pipe. A plumber recommended this two-phase repair. I haven't dealt with this before and am trying to gather information to decide on a course of action. I'm also wondering if this is covered by routine homeowners insurance and if the estimate is reasonable.

Repair cast iron sewer line with epoxy
The initial scope was to replace the old cast iron sewer line and install double clean outs between the house and the city sewer. After excavation, the contractor decided against full replacement due to foundation concerns and proposed shooting a liner through the pipe instead. However, the contractor ultimately applied epoxy to the sewer pipe. - Work performed: Application of epoxy to the sewer pipe- Coverage: A layer of epoxy was applied only to the bottom (flow line) of the pipe- Coverage missing: No epoxy covering the top of the pipe- Contractor's claim: This partial lining is sufficient as long as the flow line has a new lining
