Is $26,500 to re-pipe entire home and add water filtration system a fair price?

My house is an old Victorian home built in the 1920s and still has the original galvanized pipes. We are getting a permit for the re-pipe. I didn't know the implications with homeowner's insurance. We are in Southern California and a first time homeowner. With all the recent fires here, I wanted to make sure we were going about it the right way. I didn't even think about the property taxes.
