Is $4,000 to fix and level lawn after leach field replacement a fair price?

I had my leach field replaced last year. The original contractor's quote specified a "ROUGH GRADE MACHINE FINISH WITH NATIVE SOIL GRASS SEED AND HAY AT COMPLETION OF PROJECT (SOME ROCKS MAY BE VISIBLE DUE TO EXCAVATION)." However, the result is a hilly mess with puddles forming between the pipes. I'm trying to determine if the work performed actually meets that description before I confront the septic company, as fixing the lawn is now going to cost me about $4,000.
