Is $12,000 to resurface a pool with quartz a fair price?

I just got the house and the old plaster was chipping in all areas. I wasn't home when they started the process and am not sure if they are doing it right. I thought they would chip away all the old plaster before adding the bonding material, and I'm unsure if the acid wash is enough. There was a language barrier, so I might be calling the company tomorrow. I received quotes from three different companies for quartz resurfacing, all around $12k, and a fourth company quoted $21k for pebble.
