Is $15,898 to build a partially submerged spa vault with concrete patio and stone walls a fair price?

Project Details

We removed our in ground spa and want to upgrade to an above ground spa. We already paid $6,000 to remove the old spa and separate the pool and spa system. Our pool company suggested partially submerging the new spa in the existing hole with a deck and access panel.
