Is $25,000 to replace waterline tile and coping a fair price?

I have an inground kidney shaped pool, approximately 25k gallons, in southeastern Pennsylvania. The waterline tile is starting to come off and I am looking to retile. The company is suggesting redoing the natural stone coping as well, which I am unsure is necessary as I see no cracks or leakage.
