Is -$1,500 to receive a credit for a leaking pool return a fair price?

My brand new gunite and plaster pool has a leak under the stamped concrete patio. We had asked the builder to pressure test before pouring the patio, but it seems like something was missed. The return is plugged for now. The builder located the leak with a camera. I'm worried about the fix doing more damage and not being able to perfectly match the stamped concrete in that spot. We have three other returns plumbed, but this is the only one on the tanning ledge. There's another on the opposite side of the tanning ledge about 6 feet away. Each of the returns has a separate valve up at the equipment pad, and I have the leaking one turned off. The leak is only about 10 inches away from the edge of the sandstone coping. The builder thinks they can cut and repair and color match the stamp, but I'm nervous about the feasibility. They sleeved into the pool wall then ran the rest of the way to the equipment pad a few weeks later. I'm feeling devastation about this issue. I think the $1500 credit offer doesn't sway me as it could easily cost more than that to have it repaired later. Update: The builder came back out and cut a very clean section along one of the grout lines and was able to make the repair. Water level has been holding strong for 12 hours with pressure in it. Just waiting to repair the concrete, but I think we're good.
