Is $400 to open an in-ground pool a fair price?

I am a new owner of an in-ground 25,000-gallon pool. I also contracted with this pool guy to install a salt water generator and replace 500 lbs of sand in my sand filter, but those are separate from this quote. I am not happy with the results of the pool opening and additional cleaning. My pool was unusually dirty. The water was clear, but chlorine levels were lower than needed, and the salt water generator was not left on. There was still algae on the steps and sediment at the bottom after the cleaning. There was also a language barrier, and I had to supply a hose and pressure washer for the cover cleaning. I scored the pool opening at 90% and the add-on cleaning day at 50%.
