
Is $280 to repair a spinning pool return fitting a fair price?

I was doing the typical pool closing and noticed that the outer part of the pool return fitting is spinning when I tighten the plug. I live in Canada so it freezes here and I was wondering if this is going to be a problem. Can water leak behind the pool? I'd like feedback on the quote I received. I am also wondering if I can simply put silicone around the outer part, or if it's a problem if the round ring is spinning. I hope nothing is broken behind it. I am concerned about potentially having to break the concrete behind the pool, as that would be terribly hard.
