Is $1,000 to repair damaged roof tiles a fair price?

I am a first-time home buyer. During the home inspection, the inspector found damage on the roof tiles. The sellers' roofing company said it looked like normal wear and tear and they gave it a 5-year certificate. They also suggested it might be worse to repair just a few tiles, leading to tiles of different ages and wear, than to replace the whole roof at once. I am wondering if that is actually true.
