Is $3,200 to replace a low slope roof plane a fair price?

I have some water penetration that is being attributed to an improperly installed pipe on a low slope plane. My architectural shingle roof is 15 going on 16 years old. Two contractors have stated they won't just repair a vent/boot on roofing older than 15 years because of potential callbacks when the repair doesn't solve the problem. My roof has gable vents, not ridge vents, and sections with significant moisture exposure due to low sunlight and a neighbor's house blocking light. I'm trying to decide whether to replace just the problematic plane or the entire roof, especially considering a potential move in the next few years and how a 'new roof' might impact resale value compared to a 'new plane with the rest of the roof being old'.
