Is $5,000 to perform a roof maintenance and repair package a fair price?

I currently have Owens Corning Duration shingles on my roof, which is now 17 years old. I'm experiencing issues with rusty nails and water leaking through in several spots (about 20-25 nails visible from the attic), and I've noticed cracks in some of the caps. The venting was also not properly installed. I'm located in the PNW and trying to decide if a $5,000 maintenance package is worth it or if I should just pay $20,000 for a full re-roof, as I'm not sure how much longer these shingles are supposed to last.
