Is $5,500 to comprehensively repair chimney leak a fair price?

My chimney was picked up in a survey as having a leak. I've had roofing firms over, and while they all seemed competent, the quotes range from £1400 to £5500. I'm trying to understand what might be reasonable and how to choose. The chimney has a single terracotta pot for a log burner, two unused flues that are open holes, and a fourth open flue for my neighbor. The brickwork above roof level is weathered but essentially fine according to a surveyor. The lead flashing between the chimney brickwork and the surrounding roof tiles has failed, causing water to run down the face of the chimney breast at second floor level.
