Is $50,000 to redo a roof (middle road option) a fair price?

I had some HVAC vent through the roof work done the other day. I am currently gathering quotes for my roof replacement. I have a pretty large house/roof. I think the $50,000 quote from a reputable company is too high, and their 'best' package was over $60,000. I was expecting to pay around $20,000-$25,000. The $9,500 quote seems unrealistically low, and I'm trying to determine if it's a reasonable price, especially since I'm in a High Cost of Living (HCOL) area. I suspect this might be a scam.
