Is $3,500 to install new gutters and covers a fair price?

My house is tall and narrow, with approximately 150 linear feet of gutters, most of which are located about 25 feet high. I'm concerned the quote of $3500 seems high compared to internet searches, but I understand my zip code in the Pacific Northwest is expensive and inflation has impacted prices. I'm also wondering if the method of sliding the covers under the last layer of composite shingle roofing is problematic. I generally trust the contractor, as he replaced my shingles about five years ago. The existing downspouts connect to an underground drain system, which was a source of past issues related to multiple houses feeding into one drain and a blocked exit.
