Is $29,000 to replace rolled roofing with TPO 60mil membrane a fair price?

I started noticing rolled roofing material sliding off the edge of the roof. After further inspection, it seems like the previous owners didn’t properly secure the roofing material and over the years, it started to slide over the edge as pictured. It’s time for a new roof and I got quoted two options. I do not think this is my forever home and I am leaning on the second cheaper option. Is there anything I should look out for when going for the cheaper option? Or should we stay away this type of option completely? I asked the same question and he said he would secure it with nails in the area that is sliding. I appreciate the feedback and will request a third quote using rolled composite.
