Is $23,000 to add solar panels and a Powerwall extension a fair price?

I installed a 9.4 kW solar system with a single Powerwall earlier this year, costing about $33,000. My initial plan was to expand it in 2026 to spread out tax credits, but due to recent changes (BBB), I need to make a decision now to qualify for the credit. I'm considering adding more capacity because I currently charge a PHEV, and my wife is likely to get an EV in the next couple of years. The additional powerwall and solar capacity would allow me to switch to an energy plan with peak pricing from 3-8 PM, but with near net metering during non-peak times (selling back power at ~90% of purchase price). My current system covers about 84% of my yearly energy use, and with this addition, it would go up to 135%, providing ample room for a new EV, as my wife drives about 8,000 miles a year.
