Is $43,000 to install a solar panel and battery system a fair price?

I am an Illinois resident and have seen ComEd prices go up approximately 7% this last year, and I expect them to continue rising. I also need a roof installed, estimated at $16,000. The solar company claims they can roll the roof price into the solar system cost to increase the federal tax credit (30% of total cost). I cannot immediately afford the $43,000 for solar plus $16,000 for the roof. Financing is offered with an 8.99% APR, and I would put all tax credits towards the loan immediately. The quoted payments for solar are $147 a month for 25 years, but I plan to pay it down aggressively. The tax credit is going away. My electric bill was just shy of $400 for the last two months. My summer usage is around 1900-2200 kilowatts. My usage drops in spring/fall/winter, with the lowest bill seen in the $70s over the past three years. I have a pool, older HVAC, and windows that I plan on replacing, but I'm not convinced these would reduce my bill by 40-50%. I could potentially put $10-15,000 down to pay off the roof and take a smaller loan for solar, but I understand I need to pay the full solar amount upfront to receive the credits. Quick math suggests a 6-7 year ROI, but with ComEd prices increasing, it might be sooner. I am unsure if I need a battery system, but the company said newer systems include one.
