Is $23,000 to install a Franklin aPower 2 battery system a fair price?

I live in Southern California in a windy area where we experienced about 5 blackouts in the last 12 months. I would like to have this system but I don’t want to overpay. I have a 3.1 KW solar system and I'm with SDGE. I just signed the agreement today.
