Is $46,000 to install a 16.3kWh solar system with a 20kWh battery a fair price?

I am seeking enough panels to cover as much of my roof as possible, using the panels as an additional shade guard for the house. I get sun the whole day, no shade, and my house basically gets cooked from the top. Maryland has 1:1 net metering but I do get blackouts. My annual usage is ballparked around 15kWh. The Option 2 quote might increase to 39 panels so the numbers likely will go up, and I might be able to negotiate the cost down a bit.
