Is $26,000 to install a 9.1kW solar panel system a fair price?

I received a quote for a 9.1kW solar system. My total electric consumption last year was 19600 kWh based on BGE. The individuals I spoke with were not Americans but indicated they were based out of Dallas, Texas, which seemed a bit strange. The price seems okay, but they are a bit high-pressure, which turns me off. However, the price is better than other quotes I've received. For reference, other local quotes for similar-sized systems (with varying panel types like Q Cell/Enphase and Hyundai/Solar Edge) were $46,000 and $22,000 respectively. These companies had good, non-pushy salesmen and their demonstrations were very professional. The other Enphase quote was more than double Solar SME's, which seemed wild. I lean towards Enphase after getting certified in it and preferring smaller AC circuits over large DC volts running from the roof. I'm looking for advice on whether to keep looking or settle, as I'm also considering DIY to shorten the payoff, but electrical permits and net metering can be a pain.
