Is $189 to lease additional solar panels and batteries a fair price?

I live in SoCal with SCE. My home was a newbuild and came with 9 Sunrun panels, but I haven't seen a significant impact on my bill compared to where I previously lived in the same city, just not on SCE's TOU-Prime and Solar Billing Plan (NEM 3.0). Outright buying the system isn't really what I'm looking for, and if I finance through a loan, I don't want to be on the hook for repair/replacement on the panels or batteries. I'm in this home for the long haul (at least 10 years). I've also had a couple power outages in only my first year here. My highest bill this year was $161. It's less about the backup power and more about the forecasted rate increases. I don't see any benefit to solar without storage under NEM 3.0. The alternative is to not see any benefits from my existing installation and go along for the Edison TOU ride.
