Is $83,000 to install a 16.29kW solar system with battery storage a fair price?

My electricity prices are very high, at 42.8 cents/kWh, and my average bill is $600-$800/month (about 2000 kWh/month averaged over the year). I'm considering overbuilding the system to account for degradation over time, even though I also received a quote for a 30-panel, 4-battery system with a net cost of $39k. I'm curious to see how these prices compare to other people on the mainland. The install is guaranteed by the end of the year, or my deposits are returned, but permitting can take many months in Hawaii. I understand that overbuilding for export value at the $0.14/kWh credit rate might not be worth it, and any unused energy that gets exported would just be a bonus. There are programs where the utility pays to take from my batteries for 2 hours during peak, but I'm unsure if that's worth it since I'd be locked in. I need to speak with the planner to see if we really need 4 batteries. Ideally, the batteries would last us from 5 PM to 9 AM, which is the peak rate period, and the panels would just need to have enough power to run the home and fully charge the batteries by that time every day, so we're hardly on the grid and avoiding the peak rate.
