Is $35,135 to replace 49 windows a fair price?

This quote seems very fair, as I expected to pay much more (near $100k). I am a bit worried they aren't doing full-frame replacement since a lot of the wood is rotten, but they seem confident they can replace the rotted wood and then wrap with foam and aluminum. The company is a very reputable father/son builder who has done a ton of work in the area and has been in business for 25+ years. My house is 3 stories.
