Is $31,000 to replace 37 windows with new construction windows a fair price?

Project Details

I have exterior wooden trims and sills, and about 1/3 of them are rotten. They require regular maintenance and painting. I'm thinking of switching to PVC for all exterior windows to avoid patching individual ones. I also have leaking windows, and the house gets colder in the winter. I currently have double pane windows.
