Is $9,000 to install a full code compliant egress window a fair price?

We just bought a really cool 1955 house with a finished basement. As you might guess given the age, the basement bedrooms currently lack egress windows. They have 27x17 window apertures that some jerk put vinyl slider windows in with very little aperture when you open the window. We would like to put something in there that would allow for egress, but the quotes we've gotten for a full code compliant egress window are dizzying. I’m seriously considering an approach like that [digging the hole myself]. I can dig a hole, mainly need to hire someone to cut a hole in the concrete. City permitting also ends up costing a lot apparently….
