Is $19,500 to convert a shower to a full bath a fair price?

I'm getting my shower converted to a full bath. It's a small bathroom. The final price after negotiating is $19,500. I'm concerned I'm paying too much because I've read about others who had their whole bathroom redone for this price. There is no extensive tiling, and I don't know if there is any mold. It's a fiberglass bath. I think I am paying too much and am getting some other quotes.
